| Arizona Substance Abuse Partnership (ASAP) |

Established in June 2007, the Arizona Substance Abuse Partnership (ASAP) serves as the single statewide council on substance abuse issues. ASAP brings together stakeholders at the federal, state, tribal and local levels to: improve coordination across state agencies; address identified gaps in prevention, treatment and enforcement efforts; and improve fund allocation. ASAP utilizes data and practical expertise to develop effective methods for integrating and expanding services across Arizona, maximizing available resources. ASAP also studies current policy and recommends relevant legislation for the Arizona Legislature’s consideration.
This body existed in a similar capacity as the Strategic Prevention Framework State Incentive Grant (SPF-SIG) Advisory Council, a requirement of the federal SPF-SIG grant, and continues to serve in this role. ASAP has established a Community Advisory Board to provide community level input in the state planning efforts and to identify emerging issues from a local perspective that require shifts in resources, changes in policy and statewide attention. |

ASAP 2008 Strategic Focus Areas: |
In 2008, ASAP selected four Strategic Focus Areas to address through specific goals and action steps. An Executive Action Briefing was produced for each Strategic Focus Area and served as a work plan and measure of outcomes for each priority. These Briefings helped to guide ASAP, its sub-commitees and member agencies in focusing their efforts efficiently and more effectively on selected priorities.
The Child Welfare and Substance Abuse Strategic Focus Area was tied to Executive Order 2008-01: Enhanced Availability of Substance Abuse Services for Families Involved with Child Protective Services (CPS), and enhanced cooperation among state agencies to achieve the requirements of the Executive Order, culminating in the Progress Report detailing the actions taken by each state agency to prioritize substance abuse services for CPS involved families. This prioritization has marked a systematic change in planning and policy in the state, and continues to impact the work of ASAP as an overarching paradigm. For 2009, ASAP took this one step further by adopting Drug Endangered Children as a Strategic Focus Area.
Data Driven Decisions and Policy Development and Emerging Trends and the State’s Capacity to Respond are Strategic Focus Areas based around systemic change in thinking which overlays the work of ASAP and its member agencies. The Substance Abuse Epidemiology Work Group has adopted the Data Driven Decisions Focus Area as its work plan and continues to enhance and expand the goals and steps. Likewise, the Emerging Issues Sub-Committee continues to address Emerging Trends and the State’s Capacity Respond through their scope of work. |

Prescription Drug Safeguarding and Proper Disposal Public Awareness - ASAP is working with several federal and private partners to create an informational brochure offering tips on safeguarding prescription medications and on properly disposing of unused medications. This project will be piloted at targeted pharmacies in Maricopa County, with the aim of expanding the program to every pharmacy statewide.
- The Governor’s Office, U.S. Attorney’s Office and the High Intensity Drug Trafficking Area (HIDTA) provided a day-long Training of the Trainers DEC Workshop for employees of the Yavapai-Apache Nation. This training was mandatory for all disciplines that could encounter DEC and was a tremendous success. The Yavapai-Apache Nation is the first tribal community to request and receive technical assistance as a result of the Arizona DEC Tribal Training Workshop.
